Settle who decides and who pays
Winter Park has a large share of multi-unit housing: ACS estimates put roughly 27% of the city's units in buildings of five or more units. In some of those, the roofline belongs to the association, not the individual owner.
Before you submit a request, find out from your documents or manager whether gutter work is a common expense, who signs off on vendors, and whether an owner may arrange their own gutter cleaning for a townhome edge.
